Speaking at Board Meetings: Standing rules being changed

All agree that owners must be allowed to speak on agenda items. 

The board also agrees that the law allows there to be reasonable written rules regulating owners speaking.

So what does reasonable mean?

Our world famous attorney from BP has reviewed both the old and new written rules and advises that they are both reasonable and legal.

Even though I feel making owners wait until the last agenda item called good and welfare before they are allowed to speak on non-voting agenda items is not reasonable, therefore not following the law, this is just my opinion. 

Someone would have to consult with an attorney to clarify this. Or find a legal persistent. I the mean time the board can use either set of rules.

I also believe that while president Eric championed changing the rules to allow Jim to speak to be more effective when he was not on the board. Jim now wishes to take this away from owners.

The original rules were written because you and I agreed owners were entitled to discussion before the meeting was adjourned. The President insisted they be discussed at the end of the meeting so we put Good and Welfare before adjournment. It was less than ideal, but at least brought us into conformity with Bylaws and Roberts Rules. With new rules owners get to speak after the Board on any topic (all topics are motions, committee reports or agenda items). The change allows discussion after each topic rather than Good and Welfare, which really should be after adjournment.
